Delivering Clean Water, Built on Partnership
The Freeport Regional Water Authority (FRWA) was formed as a partnership between the Sacramento County Water Agency (SCWA) and East Bay Municipal Utility District (EBMUD) to bring Sacramento River surface water to more than 1.3 million people across central Sacramento County and the East Bay. What began as a major construction project in 2007—featuring 17 miles of pipeline, advanced fish-friendly intake systems, and a state-of-the-art water treatment plant—is now a fully operational water delivery system. Today, FRWA infrastructure helps reduce groundwater reliance, improves regional water reliability, and supports drought resilience for future generations.
