The Freeport Regional Water Authority (FRWP) is a cooperative effort of the Sacramento County Water Agency (SCWA) and the East Bay Municipal Utility District (EBMUD) of Oakland to supply surface water from the Sacramento River to customers in central Sacramento County and the East Bay area of California. The FRWP will provide SCWA with up to 85 million gallons of water per day (mgd). SCWA will supply this water to its customers to supplement groundwater use in the central part of the county. EBMUD will use up to 100 mgd of water during dry years only, estimated to be three out of every 10 years, as a supplemental water source to complement existing conservation programs.

Construction of the FRWP facilities began in 2007 and is substantially completed. SCWA will begin using FRWP water in 2011, upon completion of the Vineyard Surface Water Treatment Plant, which will treat the surface water from the river and supply it to SCWA customers. With the FRWP in operation, SCWA will be able to supply water to over 40,000 customers. EBMUD’s facilities will be completed in early 2010, but EBMUD will only use FRWP water during dry years. Water from the FRWP will serve 1.3 million customers in Alameda and Contra Costa counties.

FRWA Intake Facility and Pipeline

FRWA is in the final stages of construction of a new water intake facility and pumping plant on the Sacramento River and 17 miles of underground water pipelines within Sacramento County.

The water intake facility and pumping plant is located on the Sacramento River at the Freeport Bend, upstream of the town of Freeport and about 10 miles south of downtown Sacramento. The pumping plant will divert up to 185 million gallons per day (mgd) of water from the river and pump it through new pipelines to SCWA and EBMUD facilities. The water intake facility will include state-of-the-art fish screens to protect fish populations in the river. Construction of the water intake facility began in January 2007 and is substantially completed.

An 84-inch diameter pipeline runs from the water intake facility to the intersection of Gerber and Vineyard Roads in central Sacramento County. There the pipeline splits into two branches. One branch of the pipeline, 72 inches in diameter, continues east on Gerber Road to the Folsom South Canal in eastern Sacramento County. When operational by EBMUD, water will discharge into the canal and flow to a second pumping plant at the canal’s southern end. The second pumping plant will pump the water through a new 72 inch pipeline in San Joaquin County to the Mokelumne Aqueducts. The water will flow down the aqueducts for use by EBMUD customers. EBMUD will rely on the new facilities to provide supplemental water during dry years only.

The other branch of the pipeline, 66 inches in diameter, heads one mile north of the intersection of Gerber and Vineyard Roads to the Vineyard Surface Water Treatment Plant on Florin and Knox Roads. This treatment plan is currently being constructed by SCWA. When operational in 2011, the plant will treat water for delivery to the agency’s customers in central Sacramento County.

For purposes of efficiency and oversight, construction of the pipeline was divided into four segments. The entire pipeline was installed between 2007 and 2009. Below is a general summary of construction and location information for the water intake facilities and pipelines in Sacramento County.

Intake Facility

Location: West of Interstate 5 on the Sacramento River, upstream of the town of Freeport.

Location: Interstate 5 east to Highway 99 in Sacramento County via Cosumnes River Boulevard, Bruceville Road, Timberlake Way and underneath Highway 99.

Folsom South Canal Connection

The Folsom South Canal Connection (FSCC) project is a portion of the overall Freeport Regional Water Project (FRWP). The FRWP diverts water from the Sacramento River at Freeport and pumps it to the Folsom South Canal (FSC) for water deliveries to the District and to the new Vineyard Surface Water Treatment Plant in the vicinity of Florin and Vineyard Roads for water deliveries to the Sacramento County Water Agency (SCWA). SCWA will treat and distribute the water within its service area. East Bay Municipal Utility District (EBMUD) deliveries will flow south in the FSC to the canal terminus and will be subsequently conveyed by the FSCC project facilities to the Mokelumne Aqueducts for transmission into the District’s service area.

The FSCC project is underway and will continue from Fall 2007 through Fall 2009. While the majority of construction will be completed in 2009, actual project integration and completion is expected in Summer 2010.

When completed, the project will deliver water to the Mokelumne Aqueducts in San Joaquin County where it will continue on its journey to EBMUD’s service area in the East Bay. The water will be delivered only during droughts, which on average occur three out of every ten years.
